OBJECT : The purpose of this petition is to introduce, in Luxembourg, a legal framework for collective supplementary health insurance for employees in the private sector. This framework should provide for the following principles: 1. An obligation, for companies reaching a minimum employee threshold, to offer their employees collective supplementary health insurance; 2. A minimum employer contribution of 50% of the cost of the employee's basic coverage; 3. For companies with more than 100 employees, the possibility to offer three different levels of coverage adapted to employees' needs, provided that the price of the highest level does not exceed more than 100% above the lowest level; 4. Freedom of choice for employees, including: * joining the basic coverage; * optional extension to family members under negotiated conditions; * the possibility of exemption, exclusively where equivalent coverage already exists, notably through a spouse, another employer or a foreign scheme; 5. Tax neutrality, ensuring that the share paid by the employee benefits from tax treatment at least equivalent to that applicable to individually subscribed supplementary health insurance; 6. Adaptation according to company size, in order not to impose disproportionate administrative burdens on small and medium-sized enterprises; 7. Early application or specific mechanisms for companies employing staff in risk-related positions or under particularly demanding working conditions. These measures aim to improve access to healthcare, reduce household financial burden, strengthen fairness between employees, and reconcile social protection with economic competitiveness.

OBJECT : Currently, various airlines impose strict weight limits for animals traveling in the cabin, along with very restrictive size requirements. These conditions exclude many small dogs that only slightly exceed this limit, particularly dogs weighing around 10 to 12 kg, which are nonetheless suitable for cabin travel under appropriate conditions. In practice, these animals are often calm, accustomed to traveling, and able to remain in a suitable carrier under the seat. However, they are systematically refused in the cabin and must travel in the hold, which can cause stress and pose risks to their well-being. This petition proposes a reasonable adjustment of the current rules: increasing the allowed weight limit in the cabin to 12 kg (excluding the transport bag), no longer penalizing passengers by including the weight of the bag in the limit, adapting the permitted dimensions to better reflect the reality of small-sized animals, maintaining strict safety and transport requirements (appropriate carrier, calm animal). The objective is to better balance passenger safety with animal welfare by adapting the rules to real and common situations. We call on the Luxembourg authorities to encourage an evolution of these conditions in order to make them fairer, more proportionate, and better suited to current needs.

OBJECT : La présente pétition demande à la Chambre des Députés et au Gouvernement d'organiser un référendum national consultatif afin que les citoyens puissent se prononcer clairement pour ou contre la construction éventuelle d'une centrale nucléaire au Luxembourg, après la publication d'une étude indépendante, transparente et compréhensible pour le grand public. L'objectif n'est pas d'imposer une centrale nucléaire, mais de permettre un choix démocratique sur une question essentielle : comment garantir au Luxembourg une électricité sûre, abordable, bas carbone et disponible à tout moment ? Cette étude devrait comparer tous les scénarios réalistes : développement maximal des énergies renouvelables, stockage, efficacité énergétique, interconnexions avec les pays voisins, achats d'électricité à l'étranger, et construction éventuelle d'une centrale nucléaire de taille adaptée au pays. Le Luxembourg doit continuer à développer le solaire, l'éolien, l'hydroélectricité et les autres énergies renouvelables. C'est indispensable pour la transition énergétique. Mais, dans leur forme actuelle, les renouvelables produites au Luxembourg ne permettent pas de couvrir à elles seules 100 % de nos besoins en électricité, notamment en raison de la taille du territoire, des limites du potentiel disponible et du caractère variable de certaines productions. Une centrale nucléaire, si elle est jugée faisable, sûre et économiquement pertinente, pourrait fournir une production stable, jour et nuit, avec très peu d'émissions directes de CO2. Elle pourrait contribuer à couvrir les besoins des ménages, des entreprises et de l'industrie, à réduire notre dépendance envers les importations, à stabiliser les prix à long terme et, en cas d'excédent, à permettre au Luxembourg d'exporter de l'électricité. Le référendum devrait donc poser une question simple et transparente : le Luxembourg doit-il, oui ou non, engager un projet de centrale nucléaire sur son territoire, sous conditions strictes de sécurité, de contrôle public, de financement maîtrisé et de protection de l'environnement ?
