OBJECT : It is 2026, and we continue to see cigarette ends and other litter on the ground every day. Despite the 2012 law, which was tightened in 2022, some people continue to throw their cigarette ends on the ground without facing any consequences. This pollution, which is entirely preventable, should no longer be happening in 2026. (It is hard to understand how some people can still do this in full knowledge of the law...) Solutions must be found urgently to enforce the law. Without fines, attitudes will not change, despite the various awareness campaigns. Proof in action: Speed cameras help to reduce speeding. Breathalyser checks help to reduce alcohol abuse. Etc. We must therefore introduce police checks and issue fines to those who continue to throw away their cigarette ends or other litter. As a reminder, Singapore sets an example for us all. Throwing away a cigarette end is punishable by a fine of EUR12,400 and several hours of community service. Conclusion: no cigarette ends or chewing gum on the ground.

Authorization of Responsible Bivouacking in Luxembourg

OBJECT : We call for the creation of a legal framework allowing responsible bivouacking in Luxembourg under strict conditions respecting nature and following the "Leave No Trace" principle. Bivouacking differs from traditional wild camping: it is a light, temporary and discreet overnight stay in nature, generally limited to one night, between sunset and sunrise, without permanent installations or long-term occupation of the area. This practice is mainly used by hikers, cyclists, trekkers and outdoor travelers wishing to spend a night in nature while respecting the environment. The aim of this petition is not to authorize permanent or uncontrolled wild camping, but to allow a reasonable, discreet and responsible use of natural areas. We specifically propose: * authorization limited to one night in the same location; * a strict obligation to leave no waste behind; * prohibition of open fires; * full respect for private property, wildlife and flora; * prohibition in sensitive natural or protected areas; * use of lightweight and discreet equipment only. Several European countries already apply similar regulations successfully, balancing environmental protection with responsible access to nature. This measure would help: * promote sustainable tourism; * encourage outdoor and nature-based activities; * strengthen environmental awareness; * support a responsible and regulated outdoor culture in Luxembourg.

Réduction de la pression fiscale sur les salaires et limitation de la double imposition par la TVA et accises

OBJECT : Le système fiscal actuel impose les revenus du travail avant leur versement puis applique de nouveau des taxes à la consommation sur chaque dépense du salaire net. Cette double imposition réduit significativement le pouvoir d'achat des ménages et des travailleurs. La présente pétition demande à la Chambre des Députés et au Gouvernement : 1. Une baisse du barème de l'impôt sur le revenu des personnes physiques, avec relèvement des tranches et indexation complète sur l'inflation. 2. Une augmentation de l'abattement fiscal de base et des frais d'obtention, afin de garantir qu'une part plus importante du salaire brut reste disponible. 3. L'ouverture d'un débat parlementaire sur l'impact cumulé de l'impôt sur le revenu, des cotisations sociales et des taxes à la consommation sur le pouvoir d'achat réel. Objectif : rendre le travail plus rémunérateur et préserver le niveau de vie face à la hausse du coût de la vie.
