Petitions to the Chamber of Deputies

OBJECT : This petition aims to invite the Government and the Chamber of Deputies to expand and institutionalize the "Logementsdësch" into a National Commission to Combat the Housing Crisis, which would meet monthly under the authority of the Prime Minister. In addition to the relevant ministries in this field (Housing, Home Affairs, Environment, and others), this Commission should bring together Syvicol, the Chamber of Employees (Chambre des Salariés), the Chamber of Skilled Trades (Chambre des Métiers), the Luxembourg Bankers' Association (ABBL), the Housing Observatory (Observatoire de l'habitat), the Real Estate Chamber (Chambre Immobilière), and NGOs active in consumer protection (ULC, Fondation pour l'accès au logement, Mieterschutz asbl). The responsibility of this Commission would be to develop, coordinate, and accelerate the implementation of a multi-year national response to the housing crisis, reporting on proposed measures and their progress to the Chamber of Deputies at least twice a year. Among the measures the Commission could consider are, among others: • The issuance of an annual public housing bond program of 500 million euros for 4 years, fully invested in the creation or acquisition of affordable housing. • A national target of 20% affordable housing. • Doubling the maximum amount of the state guarantee for housing loans in order to facilitate access to credit for first-time buyers.

OBJECT : We call on the Government and the Chamber of Deputies to strengthen the legal framework governing the management of condominium properties in Luxembourg in order to ensure greater transparency, responsiveness and oversight for co-owners. The requested reform should, in particular, provide for reasonable and binding deadlines for responding to requests and handling matters by property managers, better monitoring of damage and insurance claims, easier access to condominium documents, greater transparency regarding contracts and service providers, as well as stronger competition between companies providing services on behalf of condominium associations. Co-owners should also have more effective means of monitoring the management of their condominium association, together with appropriate mechanisms in cases of repeated or unjustified failures to fulfil management obligations. The objective is to establish clear rules ensuring more transparent, efficient, traceable and responsible management of condominium properties in Luxembourg.

OBJECT : Nous demandons à la Chambre des députés et au Gouvernement luxembourgeois d'intervenir auprès des autorités belges concernant la mise en place de la future vignette routière. Des milliers de résidents luxembourgeois se rendent régulièrement en Belgique pour des raisons familiales, touristiques, commerciales ou professionnelles. L'instauration d'une vignette représenterait une charge financière supplémentaire pour de nombreux ménages et risquerait de freiner les déplacements transfrontaliers. Nous demandons à la Chambre des Députés et au Gouvernement luxembourgeois : d'engager un dialogue avec les autorités belges afin de défendre les intérêts des résidents luxembourgeois ; de négocier une exemption, une réduction ou toute autre mesure permettant de limiter l'impact de cette vignette pour les résidents du Luxembourg ; d'informer clairement les citoyens sur les conséquences de cette mesure. Le Luxembourg entretient des relations étroites avec la Belgique. Il est donc essentiel que les citoyens luxembourgeois ne soient pas pénalisés par une mesure qui affecte directement leur mobilité quotidienne.
