Das D'Hondt-Verfahren soll durch ein Sitzzuteilungsverfahren ersetzt werden, welches kleine Parteien nicht mehr benachteiligt. Geeigneter wäre das Hare-Niemeyer oder das Sainte-Laguë-Verfahren.
