Pour respecter les lois et la moralité démocratiques ainsi que le peuple luxembourgeois, une loi portant sur la définition d'une pétition en vue de l'organisation d'un référendum doit être mise en place. Le référendum doit avoir lieu à partir d'un nombre correspondant à 4500 singatures de la pétition demandant un référendum.
