Aim of the petition:

(FR) Le but de cette pétition est de solliciter la Chambre des députés pour attribuer à la langue anglaise un statut formel. La situation actuelle est celle de mesures administratives fragmentées adressant seulement certaines interactions entre les administrations et les administrés anglophones. Nous estimons qu’il faudrait conférer à l’anglais un statut particulier : par exemple celui de langue administrative « auxiliaire » ou « accessoire ». Nous proposons une actualisation de la loi du 24 février 1984 sur l’usage des langues afin de codifier le statut de la langue anglaise, permettant ainsi : - d’assurer l’implémentation d’une politique linguistique cohérente, claire et démocratique - de donner un cadre linguistique stable et prédictible aux résidents anglophones - d’asseoir le développement de la « knowledge economy » et du centre financier sur des bases durables, compte tenu du rôle de l’anglais comme langue internationale de la science et de la finance

(EN) The purpose of this petition is to request the Chamber of Deputies to grant a formal status to the English language in Luxembourg. The current situation is characterized by partial administrative measures that only cover certain interactions between administrations and English-speaking citizens. English should in our view receive a specific status: for example as an „auxiliary“ or „ancillary“ administrative language. We propose an update of the law of 24 February 1984 on the use of languages to codify the situation of English and thus: - provide a clear, coherent and democratic language policy - offer a stable and predictable language framework for English-speaking residents - lay solid foundations for the “knowledge economy” and the international financial centre, given the role of English as international language of science and finance

Motivation of the general interest of the petition:

(FR) Le Luxembourg attire des entreprises, des start-ups, des étudiants, des instituts de recherche, des institutions financières et des travailleurs du monde entier.

Une proportion relativement élevée de cette population parle comme première ou seconde langue l’anglais, mais ne maîtrise ni la langue nationale ni les deux autres langues officielles.

Cette population anglophone n’a actuellement pas assez de possibilités :

- De communiquer avec les administrations centrales et locales

- De communiquer avec la justice et les forces de l’ordre

- De connaître leurs droits et leurs devoirs

- De participer à la vie économique et culturelle

En même temps, en dépit de l’incertitude concernant le départ du Royaume-Uni de l’Union européenne, l’anglais joue un rôle de plus en plus important également comme deuxième langue à l’intérieur des institutions de l’Union Européenne. Intégrer la langue anglaise pourrait offrir au Luxembourg l’opportunité de réaffirmer son succès sur le plan linguistique.

(EN) Luxembourg attracts businesses, start-ups, students, research institutes, financial institutions and workers from all over the world.

A significant proportion of that population speak English as their first or second language, but know neither the national language nor any of the two other official languages.

English-speaking residents currently lack possibilities:

- To communicate with central and local governments

- To communicate with justice and police forces

- To know their rights and obligations

- To participate in economic and cultural activities

Moreover, English is playing an ever more important role inside the European institutions as a universal secondary language, despite the uncertainty around the departure of the United Kingdom from the European Union. By integrating the English language, Luxembourg could seize the opportunity to reaffirm its successful language policies.
